Dear first PES’s vice-president and president of the S&D group Iratxe García Pérez,
Dear European Council President António Costa,
Dear executive vice-presidents of the European Commission, Heads of States, Members of European Parliament, Heads of Parties and activists from all over Europe,
Let me express my great pleasure to be among you and also my warm acknowledgement for accepting the Self-Determination Movement as an associated member of this important political family in the European Union.
For my party and my country, the Republic of Kosova, this Congress occurs at a crucial moment:
– First, after a parliamentary impasse in constituting the Assembly, we have finally completed this process on October 10th: so today I am in the middle of the two week period in which I must submit my next government to a vote in the Parliament;
– Second, we achieved promising results in the first round of local elections held on October 12th, which resulted in our victory without a run-off in at least three, and likely four municipalities. We also successfully qualified for 12 run-offs. This is our best ever result in local elections, making us the leading party at both local and central government.
Besides these immediate political challenges, I take the opportunity to remind you that Kosova has two main requests pending at the European level:
– The full lifting of the so-called punitive measures, which have proved to be unfair and unnecessary;
– The hand-over of the European Commission’s Questionnaire, the delay of which cannot be justified if the European Union applies a merit-based process.
So, on behalf of my former and upcoming governments, I wish to express my gratitude for the sincere support you have demonstrated at the European Parliament and Commission in respect to the two aforementioned challenges. Overcoming them would ultimately make Kosova an official candidate country, treated equally among the Western Balkans six.
Indeed, I reassert our strong determination to be part of the European family and contribute to our common solutions against the global challenges that weaken the cohesion of the Union.
Since I took office in March 2021, Kosova has gone through a number of challenges, the most concerning one being the security threats and attacks launched by Belgrade. Despite these, my government has been able to perform efficiently in terms of rule of law, economic and social policy, good governance and democracy, as reported by many international indexes.
By extending economic and social programs, parallel to the rule of law, in the areas where the majority of residents are ethnic Serbs, we have tacked inequality, thus establishing an irreversible new reality, that of peaceful cohabitation between developing communities, where bridges are built to close up inherited divides.
As such, I believe Kosova has humbly contributed to providing a tangible example of what genuine progressive social-democratic policies can achieve. These achievements make the Self-Determination Movement even prouder to be upgraded to the status of associated member of the PES.
In conclusion, and while we all remain concerned by the persistence of Russia’s illegal war against Ukraine, let‘s continue as a united family to strengthen our determination to build a secure and protective democratic Europe, which also requires a peaceful Western Balkans region.
Let’s reinforce our democracies and solidarity against the resurgent dark forces of new fascisms, and let us once again write the story of renewed social-democratic thinking and acting for the benefit of all European citizens.
Thank you for your attention dear comrades.
